The order of steps depends on if you have a valid Russian Internal passport or not.
If you have a valid Russian Internal passport:
Step 1 is to apply for a name change in a new Russian Internal passport.

Please be advised when you are requesting a name change after marriage in your Russian Internal passport it’s not necessary to have your new last name on your marriage certificate. The Ministry of Internal Affairs in Russia does not have a strict requirement about already having the new last name on the marriage certificate.
Step 2 – When your new Russian Internal passport with the name change is ready you can apply for a new Russian Foreign travel passport.
If you don’t have an Internal passport and your Russian travel passport is your only document from the Russian Federation:
Step 1 – If you have a valid Russian Foreign travel passport you should apply for a new Russian Foreign travel passport at the closest Russian consulate to you. If your Russian travel passport is expired you should go through Russian citizenship confirmation first.
To apply for a name change you should provide a foreign document with an apostille to prove the change of your name. This could be a marriage certificate, court order, etc. The foreign document must be translated into Russian and this translation must be certified by a Russian Federation notary, on the territory of the Russian Federation or a Russian Federation consulate abroad.

Please be advised when you are applying for a RussianForeign travel passport with a name change after marriage, all the Russian consulates abroad DO have a strict requirement about having the new last name on the marriage certificate at the time of applying. If you don’t have the new married names of both spouses on your marriage certificate, you won’t be able to request a name change for your Russian passport. In the case of not already having your new married name on the marriage certificate we highly recommend that you follow the steps above to apply for a Russian Internal passport.
