Regulations for declaring items at customs.

A customs declaration form is not required to be filled out if the weight and value of the items being taken across the border does not exceed the permitted limits. However, there are some cases in which a declaration must always be made.

Items which must be stated on the declaration form:

  1. Items brought into Russia by any kind of transportation, except for airlines, when the total value is more than 500 euros (or the total weight exceeds 25 kilograms).
  2. Items brought into Russia by air if their value exceeds 10,000 euros (or the total weight exceeds 50 kilograms).
  3. Cash or travel checks brought in or taking out for an amount exceeding $10,000.
  4. Money brought in or taken out in the form of bank checks, bills of exchange, bearer bonds, obligations, etc.
  5. Precious metals brought in temporarily or taken out (gold, silver, platinum, and other metals of the platinum group like palladium, iridium, rhodium, ruthenium, and osmium) of any kind and in any condition (besides temporarily taking out jewelry).
  6. Precious gems (temporarily bringing in or taking out) such as natural pearls, amber, diamonds, and uncut diamonds.
  7. Taking out precious gems and metals in an amount that exceeds $25,000 US dollars.
  8. Cultural property which has been officially recognized by the law.
  9. Taking out national awards of the Russian Federation.
  10. Ozone-depleting substances.
  11. Collections and items from mineralogy and paleontology.
  12. Animals or plants included in the Convention on International Trade in Endangered Species of Wild Flora and Fauna, and also which are included in the endangered species list for Belarus, Kazakhstan, and the Russian Federation. This includes not only the animal or plant, but also their parts, derivatives, or any kind of item made from these animals or plants.
  13. Weapons or arms for the purpose of work or personal use, main part of firearms, ammunition, or parts of ammunition.
  14. Brining in 3 to 5 liters of alcoholic drinks or beer per person, 18 years old or older.
  15. Limited amounts of narcotic drugs and psychotropic substances, including precursors, which have been prescribed by a medical doctor for health reasons and just for personal use. You must have the appropriate documents proving this.
  16. High frequency and/or radio-electronic devices for civil purposes, including built-in devices or included in other items.
  17. Security coding or cryptographic devices or any other kind of devices which are used for covert obtaining of information.
  18. Any kind of vehicles.
  19. Indivisible items which with a weight that exceeds 35 kilograms.
  20. Any items which are brought in by accompanied luggage or shipped by a carrier to the address of an individual and this individual didn’t cross the border. Any items which are brought in by accompanied luggage must be declared if the individual also has unaccompanied luggage at the same time.
