As you know,  the Russian Embassy in Washington, D.C. and Consulates in New York and Houston require the personal appearance of all applicants applying for Russian passports in the U.S., whether they are applying for a non-biometric passport for 5 years or a biometric passport for 10 years. However, it is possible for an exception to be made for senior citizens with health conditions that make it very difficult to travel to the consulate. This is decided on a case by case basis. If you were born in 1947 or earlier, live in America permanently, and you have health conditions which prevent you from taking long trips, you might be eligible for obtaining a non-biometric Russian travel passport valid for 5 years through the Russian consulate completely by mail. If you are eligible, a 5-year non-biometric travel passport can be processed completely by mail:

  • Without a personal appearance at the Russian Consulate
  • Without waiting for an appointment.

You can apply and receive your documents at any of the RUSSIAN AGENCY offices or also by mail.

For processing time there is just one option available under these circumstances. It will take up to 3 months to receive your new passport.

DOCUMENTS REQUIRED TO APPLY:

STEP 1 (you should mail or bring in the following items to us):

  • Your most recent Russian travel passport (physical passport) 
  • If your most recent Russian travel passport is expired or lost, you must provide a valid Russian Internal passport (physical passport), or you must have your Russian citizenship confirmed within past 18 months
  • Payment of processing and shipping fees. We accept personal checks, money orders and cashier checks. All the checks and orders should be made payable to RUSSIAN AGENCY

STEP 2  (you should either mail, email, or bring in the following items to us):

  • Completed application
  • Passport photo
  • An official letter from your doctor on their letterhead with contact information. Your name on the letter must match your name in your passport.
  • A copy of the main page of your valid or expired Russian travel passport – if you have one
  • A copy of your birth certificate
  • All prior name changes must be accompanied with copies of the appropriate documents (marriage and divorce certificates or official name changes)
  • A copy of the applicants’s document (green card, US passport, long-term visa, etc.) proving permanent residence in the United States. If you don’t have this kind of document or if you are a tourist, please contact us and we will help you with your particular situation.

Please be advised that the processing time can vary. The consulate does not guarantee any certain time. It may take less or more than 3 months. Your new passport will be mailed to you directly from the consulate.

We will set up your email to receive tracking updates starting from when the Russian consulate in New York  drops off the return envelope with your documents. You will be notified by USPS when your package is in the mail, its estimated delivery date, transit updates, when it is out for delivery, and when it has been delivered. The person who receives the package from the mailman must sign for it. You do not need to pay a shipping fee for this service. A two-day USPS delivery with a tracking number is already included in our service fee.

Please note, if you have a valid Russian internal passport, we can offer you more options for obtaining a non-biometric 5-year Russian travel passport without personal appearance at the consulate. We can do urgent processing also. These options are available for everyone, regardless of age and health condition.

If you would like to obtain a 10-year biometric Russian travel passport, your personal appearance is necessary at the consulate. We are happy to help you with this process and set up an appointment for you.
